MORAL AND PSYCHOLOGICAL PROVISION OF THE POPULATION IN THE CONDITIONS OF THE EMERGENCE OF THE STATE OF WAR

Abstract
During hostilities, the moral-psychological condition and stability of the local population is very important, since the spread of panic and stress among the population may cause difficulties for the execution of military operations.
In general, one of the comprehensive measures to prepare for hostilities is the preparation of the social environment in the mentioned territory, which is expressed as follows:
- Instilling goodwill and trust in the population towards the army of their country;
- Prohibition of uncontrolled contacts between military personnel and local population;
- Application of strict measures against military personnel, in case of violation of the legal rights of the local population, etc.
As for the local population, the psychological state of people caught between two fires and waiting for death every minute, of course, cannot be positive. On the contrary, they suffer from severe psychological stress, and this often takes a chronic and massive form.
The main tasks of moral and psychological support of the civilian population are:
- Studying the socio-political situation in the area of military operations and evaluating and predicting their influence on the moral-psychological situation of the population.
- Explaining to the civilian population the reasons for military operations and the need to follow guidelines;
- timely informing the population about the decisions of the higher state and local leadership;
- Ensuring the psychological stability of the population, instilling feelings of will and endurance in them;
- Creating and maintaining social and legal guarantees and living conditions for the population in the current situation;
- Providing psychological assistance to the population in overcoming the psychot-raumatic impact of the current situation.
Of the above-mentioned tasks, the first one is, of course, the correct implementation of information-propaganda work, and their practical implementation has its own characteristics at different stages. Therefore, subjects of moral and psychological support use different forms and methods of work.
We think that the main task of psychologists in the conditions of hostilities should be to prevent people from getting used to the existing conditions and to convince them that the said situation will end sooner or later and they should not lose hope for themselves, strength, returning home and a bright future. It is true that such a position of psychologists may be met with opposition from many citizens, however, we believe that with the help of modern psychological methods and as a result of fruitful work, it is quite possible.
From this, it is very important to organize psychological and psychiatric assistance in the conditions of hostilities, which will contribute not only to the fastest recovery of the working capacity of the injured and patients with a psychological-psychiatric profile, but also to the psychological and mental health of the population. Prevention of further development of disorders and their transition into chronic and massive character.
